I'll throw out a guess and say Kong Island (http://www.imdb.com/title/tt0062946/). Haven't seen it yet, but it's laying around here somewhere. If no one proves me wrong with a definite answer though, I'll dig it up and skim through it.

Close. I'm 99% sure that's from Tanya's Island (1980) (http://us.imdb.com/title/tt0083168/); the actress shown there is Vanity.

Looks like the mystery is solved.  Thanks, all.  I saw that picture in an old Fangoria or something in reference to "extremely sleazy" movies and I've always wondered what it was from.

I believe it's a reference to Cindy's famous "beauty mark" (i.e. mole).  Personally, I find moles to be "ugly marks".  (And yes, I have a mole!)
