In his review of Flash Gordon, Andrew remarked upon the general gaudiness of it. Curse of the Golden Flower is worse (I'm not sure if this movie is supposed to be here, what with the Oscar nominations and all, but it has ninjas, which for me means it qualifies). Everything is shining and shimmering in reds and golds. Impressive at first, but after an hour, you tend to reach for your shades.
"The Shape of Things To Come" is pretty bad in the realm of "flashing lights." That's the one film I would never show to anyone with epilepsy. Every scene has something flashing.
The "Buck Rogers" TV show had a lot of gaudiness to it too, at least many of the uniforms were...a bit much. I'll never get tired of Wilma in her form-fitting outfit, but what about the sparkling uniforms on the Draconian soldiers?

Keeping it to films we like, I think THE WIZ would also technically cross the "gaudy" threshold by a bit. Particularly the (seemingly)20 minute Emerald City number in front of the Twin Towers.
the one that comes to mind is Fulci's "Conquest"
John Boorman's Excalibur would fall into this category quite nicely.
After all, every single thing in this movie shone, glittered, twinkled, reflected and/or emitted bright lights. I think even the mud was glittery in this thing!

Virtually all of Hammer's '60's-'70's output could classify as gaudy. Their films were always shot in eye-scorching hues.

Cleopatra, with liz taylor, was extremely gaudy, but due to its nature, i don't believe they could have done it any other way and have it turn out as good.
Wouldn't any Dino De Laurentis fall into this catagory?

I agree, but that's what made them distinctive from almost any other horror film of that time. As soon as you saw that gaudiness, you knew you were watching a Hammer horror.

Some of the Dario Argento films that I've seen.
There were plenty of old historical costumers that might fit this category. The Vikings,Black Shield of Falworth, Sword of Lancelot, Connecticut Yankee in King Arthur's Court with Bing Crosby and even Danny Kaye's The Court Jester. Some of the Sinbad movies might fit the bill too.
Is there a difference between a gaudy movie and a lavish movie?
