So if you just happen to kill someone, can you just pay for them instead of jail?
Actually this is just proof there are to many people in government with to much time on their hand. I see the principle of these numbers, but it's just more numbers to pump into the spread sheet.

The drop in the value of human life is easily explained. It's a direct result of rising oil prices.
