Title: 80's or 90's superhero/horror movie

Okay, I can't remember much about this movie, except that the good guy gets covered in this weird bio-suit and part of the suit is this nasty dark eyeball looking thing.  I think it was on his hand, or maybe his chest.  I remember the suit made a lot of really freaky screaming noises.  It was a very dark, creepy movie when I was a kid.  Any idears?
