Maybe the shooter was aiming for the guy next to the guy that got shot.
That was the basis for a mystery that came out this year called "South of Shiloh" by Chuck Logan. A Civil War re-enactor from the North gets shot and killed during a re-enactment down South, and the people investigating the shooting (the man's widow and the man she hires to find the sniper) figure it was just accident. The intended victim was the man standing next to the man who got shot.
