Title: superhero movie from the late 70's early 80's???

hello everyone i am knew here ,but in desperate search of a superhero movie from the late 70's or early 80's.
i remember  an atomic blast gave the guy powers and everytime he saw red he would loose the powers i believe???
also there is a scene where he is in a sinking ship with his friend and he chews a piece of bubble gum and blows an enormous bubble and it floats them both outta there and up into the sky, any help would be great.
since this mystery has been haunting me for a few years now.

i am modifying my post from early this morning i actually found the movie it is "super fuzz" with ernest borgnine.
at last my search is over its just been on my mind for years since i watched that movie alot as a lil boy..thanks anyway i guess this could be moved to solved....

ive been looking around for the film ,and i just could never put my finger on it even though i seen it when i was like 8 and now im 31 it must have been good if its been dwelling in my mind for all these years...
now i have to see if its on dvd and find out if it is as good now as it was back then...
