Title: Bunch of kids in a bombed out city movie?

I remember seeing a bit of a film a loong time ago, basically it's about a bunch of kids roaming around some kind of city that seems to have been bombed all to hell.  I'm not sure, but I think it was kind of European city and I'm GUESSING the film takes place around one of the World Wars.  Two scenes I remember the protagonist being sat down in front of a vice with a live round of ammo in it, the gang leader standing on the other side with a nail to the primer and a hammer at the ready.

Also, (and this will probably sound bad, but just bear with me) there's a scene with the gang bribing a young girl, to let them look in her pants.

Does this sound familiar to anyone?

That bit about the kids paying the girl to look in her pants rings a bell. There was a scene like that in Hope and Glory. That might be your film.

Yeah, If I remember too, there was a para-trooper that landed in the city right?
