This could be a tough one, only have limited information based off of less than two minutes of a movie my father saw twenty years ago. Godzilla type movie, probably from the late 50s-mid 60s, the print he saw was black and white and taped off of television (the television broadcast was from the early 80s).
The two bits he saw were:
1. A dinosaur monster attacking a city, but when it walked the motion of its legs was done by sort of hand-drawn or Terry Gilliam-esque animation (so not a man in a costume and not strictly puppetry). He says the quality of this effect was incredibly poor and choppy.
2. When the monster attacks the city everyone evacuates, but the shot of people evacuating was just a sped up shot of a highway with cars driving in both directions.
He said the name of movie (or perhaps the name of the monster) might have been KRON or CRON or some variant, but I haven't had any luck tracking it down by that name.
Any thoughts or stabs in the dark are welcome.
Try KRONOS (1957), though the monster is a giant machine rather than dinosaur.

There is a review and pics here (including a short clip):

Several shots of the giant robot thing were just animated shots.
KRONOS is it, thanks so much!
