The year is available for me but there was no issue released for the month I was born.

I have the Mad cd-rom set that has every issue (up until a few years ago when the cd was created, of course).  It's great and I recommend it to all fans of Mad).

I'm another one whose month is not available. Just as well. I don't want to admit how old I am.

I'll go as far as admitting that the cover price is 25 cents.

Apparently, there was no November 1971 issue. I suppose October could be considered the current issue.
