I don't think this is a movie. It looks like some sort of skit or short.

From the animation style my guess would be GTO (Great Teacher Onizuka). Its about a former gang leader who becomes a teacher of a high school class. In fact, I'm pretty sure the screaming guy is the main character.

You're looking for the anime, although there's also a live action series.
