Y'know: I have always wondered about how these statistics are gathered (in this case that a significant number of 12 y-o-'s are having sex). It seems to me that if you ask a pack of 12-year-olds (or close to that age range) about any activity they perceive as 'cool' or 'mature' (sex, drugs, drinking, smoking) they will tend to claim experience - whether they have it or not. IOW: there will be a rather large number who LIE about what they are up to - toward the 'yes' side. So what makes the results of surveys on these subjects believable enough to be acted upon??

Adult men with small penises are going to be the primary buyers of these condoms and the company knows it. Marketing them to 12 year old boys is likely just a way to generate controversy and, thus, free advertising.
