Mel Brooks (http://www.imdb.com/name/nm0000316/)' High Anxiety (http://www.imdb.com/title/tt0076141/).  The entire film parodies Alfred Hitchcock (http://www.imdb.com/name/nm0000033/)'s movies, and the scene in question was a spoof of The Birds (http://www.imdb.com/title/tt0056869/).
