Title: 70's or 80's fantasy film

Ive been trying to figure out this movie for years i must of been about 10 when i saw it i only remember little bits but i think its Victorian fantasy might be underground  just remember the ending with this on a steam train of some sort with this kid and a ape friend that was like chewy

yeah but i cant find any pre 90's steampunk movies it kinda driving me insane
