This looks familiar, my dad watches films of this genre. i bet he would know. i'm going to email this to him and see if he has a clue...
It's the Ragon monster from the Ultraman (http://en.wikipedia.org/wiki/Ultraman) TV series in Japan. After a bit of research I'm lead to believe that this picture was from episode 4 of the 1960s TV series.
