Title: Part Horror,Part B Grade Porn 90's(or 2000's) movie

This movie had an animated devil and there was a small group of women in it. I think this devil went around and killed them while cutting the strap holding up their bikini or whatever clothing they were wearing.

Certainly sounds like "Evil Toons" (1992) to me.  There is a short review in the capsules section:

Yup, "Evil Toons" would be my guess too.

What a great cast in that movie by the way. Three porn actresses (Barbara Dare, Madison and Monique Gabrielle) plus Dick Miller and Arte ("Ver-r-r-ry interesting!") Johnson.

...and if memory serves, the "toon" portion lasts all of two minutes. I guess that's all they could animate given the ultra low budget.
