That may actually be worse than the Bridge to Nowhere.
It appears the aircraft carrier provision was an amendment inserted by an opponent of a bill that would set up a task force to study what Wyoming would do if the US fell apart. Funny guy. But it's dangerous to play around with legislators like that, the bill could easily have passed.
I can just imagine them standing at the harbor, looking at their newly acquired aircraft carrier, saying "I think we're gonna need a bigger truck."
