That's a pretty inventive bit of special effects, especially in this day and age of CGI.
It is way too big to be a Velocirapter though, more like a large Deinonychus. I blame the "Jurassic Park" films for causing that mess.

There's a big 'show' at one of the stadiums on at the moment called "Walking With Dinosaurs" or something along those lines, so they must be drumming up some publicity. From what I understand of the show its got some pretty impressive puppetry work, which I suppose that video shows well.
