Title: Asian comedy about a psychic who gets hit on the head.

Hey guys :)
Been searching for this movie for the last few years on and off. I watched it years ago as a child on SBS Australian television. From what I can remember it's about an asian psychic who has premonitions whenever he gets hit on the head. he travells around with another man and gets into a bar fight somehow. The movie ends with a scene where there is are a few mobsters sitting at a table and drugs are discovered hidden in fishes.
Any clue as to what this movie might be?
