Title: Movie about kids, dead mother and a square house

Ok weird movie - there's some teenagers (think they are brothers and sisters) live in massive concrete square house.

Their mother is dead and is in the basement - possibly covered in concrete - people come to see them and they pretend she's alive...

Saw in on TV in the uK late one night!
