The only movie that comes to mind when I think about your description is   Roger Corman's Frankenstein Unbound. I thought that this monster had a shaved head with bones showing. I could be wrong but this was the movie that popped into my head. I have the movie myself but due to recently changing addresses I am unable to locate it to know for sure.

How about Mary Shelly's Frankenstein (1994 or 1995) starring Robert de Niro?

Another possibility is 'Frankenstein Must Be Destroyed,' one of the Hammer Frankenstein films. Been a long time, but I vaguely recall a scene that involved head shaving in preparation for the brain transplant. The 'monster' in that one was basically a big guy with a shaved head and a sloppy stitching job running all the way around.

With a "saved head?"  Nope, can't help you there.

Frankenstein Must Be Destroyed was my first guess too.
