Title: psychic/telepathic helps find a serial killer (serial killer is also psychic?)

the killer talks to her or knows she is in his mind, there should be a carnival scene near the end, he knows her name and says it in a creepy manner to her through telepathy, also a scene where hes just walking down street looking for next victim and psychic is telling someone police perhaps what hes doing

im 28 this movie is at least 18-20 years old if i had to guess between 1984-1994


im so glad i found this site, ive been able to find 2 movies i had been searching forever, thanks in advance for any suggestions or answers

wow rayo as soon as you said that i knew that was the movie, didnt have to even check the trailer, no wonder i couldnt find it with such a common name! thank you so much - solved!
