Probably from the 80's. There's some mysterious murders on live TV. Some kind of electric arc travels trough power lines, comes out of a camera and kills people in front of it. Don't remember much of it, except that the killer built the machine in his attic. At some point, the guy looking for him flips a coin and it sticks to the ceiling because of some kind of magnetic effect from the big machine upstairs.
