Title: Looking for a obscure dystopian western/Mad Max ripoff

All I remember about this movie was that it starred a anti-hero Mad Max type character that looked a lot like James Woods/Peter Weller/David Carradine and some point there was bikers in a town and some boob shots. At the end of the movie, the hero was facing off against the villain and somehow the villain ended up chained up or tied to a conveyer belt on some tall structure like a oil rig or piping and died while the hero walked away. Setting was desert area with some town but it wasn't a western, more like a future/present western.

just looked at it on youtube, close visually but that's not it, it ends on the typical "mad max chase" scene but the movie I saw ended in the way I described, also the MC in my movie was baldish like Peter Weller

Hmm.  Try savage dawn,  with lance henrickson and g George Kennedy.   It ended with a baddie getting chucked into a grain mill (tower like structure), iirc.
