I barely remember this one. All I know is it's an older movie, perhaps, black and white, about a charity. They decide to raise money by having people dress up as Santa and ring bells on street corners, like the Salvation Army. If memory serves the film portrayed it as a new idea, like it was meant as a dramatization of the 1st time someone tried to raise money that way.
I saw it as a kid and might like to see it again, but I can't remember enough to find the title. I might not be remembering it accurately; it's been so long and I was very young.
I think it was 'Lemon Drop Kid' with Bob Hope. I think it introduced the song 'Silver Bells', originally sung by one of the tough guys ringing a bell... 'put some money in the kitty or Santa will give you a mitty'.

Not 100% sure, but that bell ringing seems familiar.
