Dam. That's a good question. I'm thinking ISLAND OF THE FISH PEOPLE (1979)- but I really have no clue.

Found it. It's a short "artsy" video/film called "A Love Story" by a photographer named "Marlene Marino". I found it on YouTube and it's rather surreal, to say the least. Still not really sure what I just watched.
