the 60s/70s CFF (childrens' film foundation) made some pretty weird stuff I remember watching. One film involved 2 kids trying to stop a toxic waste company dumping this green ooze in rivers and streams.
Oh I remember seeing so many of the CFF films growing up. Wonder what ever happened to them.

I think this counts, APACHES... 1977 half hour film for kids aimed at highlighting the dangers of messing around on a farm. it's unbelievably dark!

I think I saw that Little Red Riding Hood flick like a day before it was written - it was the first thing that came to mind when I read "and Mexico" - wild to see it right away.
It was great. By great I mean awful, though.
This is the first time I've heard about this peculiar subgenre but at the same time, I'm honestly not one bit surprised it exists, especially back in the 60's and 70's.
In a weird sort of way, I think the more cheapo direct-to-VHS live-action kids & family movies of the 80's and 90's were almost like a direct continuation of this strange subgenre, especially since they filled the same general niche that the kiddie matinee movies of the 60's did.
"Grindhouse movies" are often associated with R-rated and X-rated fare, but exploitation films are the kind of thing that can exist in almost any sub-genre or rating level.
