And I know there can be grey areas like a movie was initially given an X rating until it was re-submitted to the MPAA with cuts to get to an R rating.. or maybe it had the X-rated footage restored for home video or something.. I would rather just go with what we KNOW was X, NC-17 or NOU17A in the trailer or ads/posters. Now, it could have been later cut or re-rated "R" after its release and still count. If you aren't sure and doing the research feels too tiresome (and I would completely understand if it did), check the Internet Movie Database for clarification.
Just something about those "forbidden fruits" piques my interest. I remember ZOMBIE and NIGHT OF THE ZOMBIES being in the papers and having the blurb "There is no explicit sex in this picture. However, there are scenes of violence which may be considered shocking. No One Under 17 Will Be Admitted.". How cool!
Also, if it can be helped, I'm looking for this rating criteria to be AMERICAN in nature. Movies rated as such in other countries, but just R or unrated in the US, should not count. Again, consult the IMDB for clarification.
If you want to provide clarification of its release and if it was re-rated R later, or released unrated after its initial release as X/NC-17, or any of the above things or whatever, that's up to you. I may do that myself as I find it to be a fascinating subject. Some movies rated/labeled as such back then would not bat an eyelid today (like the dull TROPIC OF CANCER).

1. ZOMBIE aka ZOMBIE FLESH EATERS or ZOMBI II (1979)
As mentioned, this got the "No One Under 17 Admitted" label in the US. There are definitely scenes that can be considered shocking, and hold up today! Probably Lucio Fulci's best film.
2. MIDNIGHT COWBOY (1969)

Daft but gory horror flick with a British, American, and Spanish cast. Nutso with a troubled past and roaring chainsaw thins the coed populace at a "Boston" college. Ian Sera ("It Stinks!" from Pod People), Christopher George and wife Lynda Day star. NO ONE UNDER 17 ADMITTED.

4 Henry & June (1990), the first movie officially released as NC-17. It is not as sexy as its rating suggests, it really should have been an "R."

By turns, it's comedy, musical, drama, erotica and horror! Rated X for drugs/sex/nudity/violence, and nowadays is rated NC-17. Russ Meyer directed, and Roger Ebert co-wrote it!

11. NIGHTMARE/NIGHTMARES IN A DAMAGED BRAIN (1981)
Definitely not wall-to-wall gore, but some scenes (one in particular) were nasty enough to earn the "No One Under 17 Admitted" blurb. Kid who kills his mom/stepdad with an axe (the movie's most notorious scene) grows to be an unhinged wackadoo who offs various (mostly) women in-between visiting New York's seedy strip clubs/porn theaters/etc. Not very good and it takes way too long to get to the good stuff, but a solid performance by Baird Stafford as the killer. SFX legend Tom Savini was only a consultant on set and didn't do any of the effects, unlike what the trailer claims.

12. BLOOD DINER (1987)
Originally intended to be another sort of remake of BLOOD FEAST but got turned into a horror comedy with a bit of a different plotline. 2 cannibalistic brothers running a diner need to chop up patrons' body parts to revive an ancient Egyptian goddess. The talking disembodied brain of their late uncle assists them. More silly than scary, and more comedy than horror-- though there's tons of gore and some nudity. Carried the NO ONE UNDER 17 ADMITTED label. Very limited theatrical release, then went to video.

I did not find one. I checked out several US posters, watched trailers, and I guess it didn't have anything like that nor an NC-17 rating. No doubt it would have deserved one, as would have the movie ANTICHRIST (2009), if you've ever heard of that one. It had plenty of creepy sexual and violent imagery. As steeped in controversy as it was, it didn't have a rating or "No One Under 17" type of blurb either. So I don't think either should really count, sorry.
May I suggest another (fairly less) controversial religion-related film with according criteria for this thread:

That is also not rated nor features any kind of "No One Under 17.." blurb, so it doesn't quite fit the criteria, unfortunately. But if you like really disturbing films, check it out.

Almost more of a remake than a sequel. Same cabin, evil spirits and final hero, but a bit different plot-wise. Sam Raimi's flair for impressive effects and camera style is in full force, making this one of my ten favorite horror films ever. Like the first film, heavy on the gore. The blurb reads "This Film Contains Scenes Which May Be Too Intense For Persons Under The Age Of Seventeen", which is close enough for this topic's criteria IMHO. Also presumably cut for an R rating.

Hmm.. I looked at a picture of the FALL BREAK poster, and it's more of a "Hard R" blurb. Its full blurb reads "Due to the violent nature of some scenes, this motion picture is not intended for viewing by those under 17 unless accompanied by a parent or adult guardian.". This was similar to the poster for MOTHER'S DAY (1980). If a film isn't released as X/NC-17 in theaters and doesn't have a "No One Under 17 Admitted (period)" blurb at least, I'm kind of hesitant to think it qualifies. I know it gets kind of confusing, but fortunately we only have 100 of them to post. Thanks for the post at least; I still have yet to see the full unedited film. The cheesy tagline is one of my favorites from the olden days of video stores.

I have to say, to my eyes Bo Derek doesn't exude sex objectivity there, she looks absolutely beautiful in a pure way, almost innocent. That's probably the best picture of her I've ever seen.

Per Wikipedia, "Guccione refused to submit Caligula to the MPAA because he did not want the film to receive a rating—even X—which he considered to be "demeaning". Instead, Guccione applied his own 'Mature Audiences' rating to the film, instructing theater owners not to admit anyone under the age of 18."

Faux autobiographical musical based on the life of singer/actor/Broadway star (and here, director) Anthony Newley, in particular his many sexual conquests. Relatives of his (living and non-living) assist the home's youngest resident. The ads stated "No One Under 17 Will Be Admitted (18 in the UK)" for gory violence. The TV spots were narrated by Theodore, who was the voice of Gollum in the animated THE HOBBIT and THE RETURN OF THE KING specials.

Sexy Marie Liljedahl hits the soft-core screen playing a 17 year old girl intended to be the mistress of an older man to help pay off his debts. Achieved much notice in the US upon the advent of late night cable.

One of the best horror films ever made, this is also a commentary on American consumerism. Two TV reporters and two SWAT agents hole up in an abandoned mall with the undead inside. After eliminating the zombies to make the mall safe for plundering, a biker mob discovers them and breaks in, letting more undead hordes in. NO ONE UNDER 17 WILL BE ADMITTED, for some truly nasty gore, including scenes with a helicopter propeller and a blood pressure machine (!).

Per AFI: The film screened twice in Jul 1986 for the Motion Picture Association of America's (MPAA) Classification and Rating Administration, and failed to obtain the desired R-rating. The filmmakers maintained that further cuts would disappoint fans expecting the "intensity" of the original film. The film would "undoubtedly" have received an X-rating for its violence and cannibalism, and the X-rating would have created advertising and booking issues. Cannon was a nonsignatory to the MPAA and could release the film unrated, although Cannon issued the film with a warning that no one under seventeen would be admitted.

Zombie gorefest from future Oscar-winning director Peter Jackson! New Zealand film set in the 1950s, in which a timid young man tries to get out from under the heel of his domineering mother and have a romance with a Latina neighbor. The mother soon is bitten by an exotic "rat monkey" and turned into a zombie, spreading the disease to the local populace. NO ONE UNDER 17 ADMITTED for tons and tons of gore, nearly all of it of a darkly humorous bent. Showstoppers: an old-style lawnmower is used to thin the zombie population, the zombifying mother trying to look presentable in front of guests, a stroll with a zombie baby at the park, and many others. Highly enjoyable if you have a strong stomach.

I think KIDS did get released as NC-17, then got Unrated. IMDB counts it as NC-17. Sometimes it seems Wiki and IMDB are at odds with each other over this matter. Eh, I'll back off my earlier stance a bit. Both Wiki and IMDB have had their share of fallacies in the past.

Yes, it counts! I covered this film on another site with a similar X/NC-17/NOU17A thread. The director/producer ran afoul of the Hells Angels because one of their girls was nude in the film.

New cut of this movie coming out soon, BTW. They producer who re-cut it says "a completely fresh reconstruction based on tons of footage found in the Penthouse archive. HENRY: PORTRAIT OF A SERIAL KILLER (1986)
-Michael Rooker was working as a janitor when he auditioned for the role of Henry, and appeared at the audition in his work uniform, which he continued to wear during the shoot.
-Filmed on a budget of $110,000, it earned about $600,000 in a limited theatrical run. In home video sales, it made millions.

CANNIBAL FEROX (1981)

Director Umberto Lenzi argued with him that "DeNiro would do it", and Radice retorted, "DeNiro would kick your ass all the way back to Rome!". For a scene where Radice had to slash downward at an offscreen bowl of blood for a splash effect (in lieu of killing an animal), a double (who actually killed a pig for the film) held the bowl just out of frame. Radice cut the double's hand deeply with the slashing motion, and felt this perhaps "avenged" the pig.

-Borgnine's limp during the film was genuine, as he broke his foot in the film THE SPLIT (1968) and was still recovering.
-Emilio Fernandez (Mapache) was a follower of Mexican revolutionary Adolfo de la Huerta and faced a long prison sentence for treason after de la Huerta and his followers were caught. Fernandez escaped and made his way to L.A., where he got into the filmmaking business and became friends with John Ford.
-The Mexican soldier uniforms were re-used over and over, and due to the violence in the film had to be repaired and cleaned of fake blood for their next use.
-Edmund O'Brien played the old codger Freddie Sykes wearing very heavy makeup; he was only 53.

LA GRANDE BOUFFE (1973)

SALO, OR THE 120 DAYS OF SODOM (1975)
-Despite the grim/disturbing nature of the film, actress Helene Surgere claimed the mood among all the cast was jovial and the teenaged actors especially seemed loose, happy and fun.
-Director Pier Paolo Pasolini was murdered before the film was released, and a 17-year old hustler found with his car after the murder initially claimed responsibility; years later he said he was not involved, but 3 other men were responsible. The case remains unsolved.

RE-ANIMATOR (1985)

BOLERO (1984)

-"Korovo" and "Moloko", seen in the Milk Bar, are Russian for "cow" and "milk". The milk had to be replaced and the dispensers cleaned constantly as the studio lights curdled the milk.
-Gene Kelly was disgusted at the use of "Singin' In The Rain" in such a violent film.
-David Prowse, who played Darth Vader 6 years later, was lifting Patrick Magee in the "wheelchair lifting" scene.
-Two copycat crimes, a rape and a beating, occurred in the UK in 1973. One youth dressed like Alex in the film was responsible for the beating. A group of men singing "Singin' In the Rain" committed the rape.

MIDNIGHT COWBOY (1969)

-Jon Voight, who plays a Texan male prostitute in New York City, is actually from New York. He had to diligently study a Texan drawl to sound authentic.
-Elvis Presley showed interest in playing the lead role of Joe Buck. He instead went with CHANGE OF HABIT (1969), which bombed and he never did movies again. Warren Beatty, Lee Majors, Harrison Ford and Michael Sarrazin also were interested or almost got the part (the latter dropped out over a pay dispute).
-John Wayne is referenced numerous times in the film. Wayne beat out both Oscar Nominees Voight and Hoffman for the Best Actor Oscar in TRUE GRIT (1969).
-The character Cass in the film is 28, and is played by Sylvia Miles, who was 44.
ANGEL HEART (1987)
-Bad blood between Robert DeNiro and Mickey Rourke that continues to this day started from working on this film. The common "method acting" of DeNiro-- not associating/talking with a co-actor during filming to keep in character-- didn't sit well with Rourke.
-Rourke's role of Harry Angel was also offered to Al Pacino, Jack Nicholson, and Robert DeNiro (who landed the part of Lou Cypher, the Devil).
-The sex scene between Rourke and Lisa Bonet is what got the film threatened with an X rating. 10 seconds of it were cut to get an R rating. The scene is fully restored on DVD/Blu-Ray.
-Rourke turned down PLATOON for this film. PLATOON would go on to win Best Picture Oscar and ANGEL HEART's box office receipts fell just shy of its hefty 18 million production budget.
THE STORY OF O (1975)
-Originally to be directed by Alejandro Jodorowsky, who suddenly pulled out. His producer Allen Klein, who had funded Jodorowsky's EL TOPO (1970) and THE HOLY MOUNTAIN (1973), had to scramble to find a new director. He ended up selling the rights to the film. This ordeal led to a personal rift between the two men.
-Christopher Lee turned down the role of Sir Stephen, as did actor Dirk Bogarde.

EMMANUELLE (1974)
-Star Sylvia Kristel (Emmanuelle)'s dialogue was dubbed into English, though her English was fluent.
-Rare instance of a major distributor (Columbia Pictures) releasing an X-rated film. This was due to the film's tremendous success in France with female audiences.
-The nation of Thailand was not going to allow filming of such an erotic picture, until the Prince of Thailand, a fan of movies, stepped in to build a studio near his palace and allow filming there.
-Kristel only made about $6,000 working on the film. After its massive success she demanded-- and won-- a large raise. For EMMANUELLE 2, she made about $100,000.
-Rips off a King Crimson song for its soundtrack. This led to a lawsuit which was settled out of court.
DEAD ALIVE (1992)
-Often mentioned as the bloodiest film of all time.
-Some countries' video stores released DEAD ALIVE rentals with a complimentary "barf bag".
-Director Peter Jackson went on to film KING KONG, in which a crate reading "Sumatran Spider Monkey" (a clear nod to this film) appears in a scene.
-Jackson cameos as the undertaker's assistant, looking similar to his character Derek from BAD TASTE.
-Diana Penalver's character is named "Paquita Maria Sanchez", which is the name of the actress's grandmother.
-The organ church song played for the funeral for Lionel's mother was used in Jackson's MEET THE FEEBLES.
BLACK EMMANUELLE (1975)
-Indonesian beauty Laura Gemser's first of many films starring as the titular Emmanuelle, taking over for Sylvia Kristel. Gemser had a small role in EMMANUELLE II (1975), starring Kristel as Emmanuelle.
-Co-star Gabriele Tinti and Gemser became involved during this film. They married in 1976.
-Completely unrelated, save by title, to the Emmanuelle movies not starring Gemser. The Gemser Emmanuelle films were generally much sleazier and violent, and a number of them were directed by sleaze director Joe D'Amato.

ILSA, SHE-WOLF OF THE SS (1975)

-Loosely based on the real-life wife of an SS commandant, Ilse Koch ("The b***h Of Buchenwald"), who tortured/murdered/skinned prisoners in WWII extermination camps. She was arrested and sentenced to life in prison, committing suicide in her cell in 1967.

THE LOVE-THRILL MURDERS (1971)
-Actor Troy Donahue (Moon), who had a decent Hollywood portfolio by this point, had been paid very little for his work and was on drugs and homeless by the time he signed on for this film.
-Troma co-founder Lloyd Kaufman served as Production Manager and plays one of the cult members.
-Not directly based on the Tate-Labianca murders, but on hippie cults of the time in general (per the director, Robert L. Roberts).
-Original title: SWEET SAVIOR.
MYRA BRECKINRIDGE (1970)
-Bette Davis was offered the role of Leticia (which went to Mae West) and disgustedly turned it down.
-Very early film role for Farrah Fawcett (playing the character Mary Ann).
-Production was long-delayed due to the slow, methodical style of the director (Michael Sarne)'s pace, which would exasperate the bored cast and producer David Giler, though a stipulation in Sarne's contract would not allow him to be fired.
-The ego of not only Sarne but also stars Racquel Welch and Mae West made for a very tense filming. Welch and West in particular did not get along.
-Gore Vidal, who wrote the novel, hated the film, as did most cast members who were involved.
-Film debut of Tom Selleck.
-Mae West had been retired for 27 years, before returning for this film.
BLOOD FREAK (1972)
-The tablesaw victim was an actual amputee in real life.

-Despite it basically being promoted as hardcore by editor Gail Palmer, it was a softcore film (which Stallone himself said would almost be PG today). Several decades later a version surfaced with completely unrelated hardcore scenes added, from actors unrelated to the film.
-In addition to living on the streets, Stallone said he took the job because it was either that or he'd have to rob someone for money. He was paid $200.

-Based on the 1934 Henry Miller autobiography novel of the same name, though the film is set several decades later.
-Rated X in the US on release, and given an NC-17 rating in 1992. It's probably one of the more notable examples of films that didn't deserve their rating (reportedly the first film with the word "c**t" in its dialogue, which may have been instrumental in its rating).

Dana Plato, of the series DIFF'RENT STROKES (1978), appears in a softcore sex drama involving Plato's character Jill as an art director seducing the girlfriend of a photographer in L.A. X for sex/nudity. Direct to video. Plato committed suicide via drug overdose the following year.
A THOUSAND & ONE NIGHTS (1969)
Japanese animated film for adults, concerning the Aladdin stories (here he is known as "Aldin"). He goes from rags to riches and back, with many sexual exploits on the way. Osamu Tezuka of "Astro Boy" fame worked on this. Predates the far more successful FRITZ THE CAT by 3 years! Barely released in the US-- and then lost for several decades-- with quite a lot of cuts (nearly a half hour!), finally getting a Blu-Ray release in 2020 which also contained the original Japanese version, which was self-applied as rated X for sex/nudity/violence/disturbing scenes.

-The bikers that invade the mall were mostly from an actual motorcycle chapter (Pagans Motorcycle Club) and provided their own bikes.
-The announcer addressing the shoppers on the PA was Romero's then-wife Christine Forrest. She also plays a couple other minor roles in the film (Romero himself appears as a TV station manager).
-The gun store and the hideout of the protagonists were not part of the mall and had to filmed elsewhere.
THE GIRL ON A MOTORCYCLE (1968)
-The titular character was inspired by a real-life racer, Anka Eve Goldmann, who was a friend of the writer of the book.
-Star Marianne Faithfull was chosen to replace the originally chosen actress, a Playboy centerfold who was fired for a drug overdose. Faithfull herself would struggle with substance abuse which led to the dissolution of her and Mick Jagger's relationship.
-Filmed in France, Switzerland, Germany and Belgium.
-Many scenes of Faithfull driving on the motorcycle are actually the motorcycle being idle and pulled on a platform by a moving vehicle. Her stand-in rider was Grand Prix racer Billy Ivy. Ivy died in a crash the following year.
Don't Deliver Us from Evil was originally rated X dude to showing adolescent crime and sexuality. (The actresses were over 18, but they looked a lot younger.)

BONUS!
Due to today being Valentine's Day, the gory scenes that initially caused the MPAA to slap MY BLOODY VALENTINE (1981) with an X-rating-- and were included on some home DVD releases-- qualify MBV as a trivia entry.
MY BLOODY VALENTINE (1981)
-Shot in Nova Scotia's Sydney Mines. Initially chosen by director George Mihalka due to its rustic look. However, after locals found out it was to be used in a film, they cleaned it up and painted it to look new. This forced the MBV crew to spend $75,000 to restore it to its rustic/unkempt state.
-Called THE SECRET during filming, which is referenced in the film's final song "The Ballad Of Harry Warden", which plays over the credits.
-The actors in the shower scenes, though shot from above the waist, were genuinely nude. The water was bitterly cold, and steam was blown in by fans to make it look like the water was hot.
-None of the actors/actresses were told who the killer would be, though Neil Affleck (Axel) figured it out when he saw a severed arm prop for his character.
-Though MBV made more than double its budget, Paramount was disappointed it didn't do remotely as well as its previous slasher FRIDAY THE 13TH (1980) and thus turned down a proposed sequel by George Mihalka in 2001.
-Only 3 of the 9 minutes of initially cut footage contains gore; the rest is just expository, according to director George Mihalka. The 93 minute version of the film is as close as you're going to get to the original vision.
-Neil Affleck would go on to animate/direct in tv in both the US and Canada.

-Originally director Russ Meyer was going to have his wife Edy Williams in the film, but they split up. Shari Eubank took her place.
-Colleen Brennan (Super Cherry) detested working with Russ Meyer.

2019: AFTER THE FALL OF NEW YORK (1983)
-Originally rated X by the MPAA and later cut for an R release or released with the NO ONE UNDER 17 ADMITTED blurb.
-In the early 1990s, lead actor Michael Sopkiw entered a video store and the clerk immediately recognized him, stating he was a huge fan of this film. The clerk was a young Quentin Tarantino.
-The weapon Jane Fonda used in BARBARELLA looks exactly the same as what the government guards use in this film.
BLONDE (2022)
-Cuban actress Ana de Armas had to wear a blonde wig, dental implants and blue contact lenses to look like Marilyn Monroe/Norma Jean. She also had to spend a long time ditching her accent to sound more like Monroe. Her singing voice is dubbed.
-As was the case of many films around 2020, production was long-delayed due to the Covid-19 pandemic.
-The Hollywood exec who rapes Marilyn is based on real-life exec Darryl Zanuck, who was infamous for sexual harassment toward actresses.
-Nominated for an Academy Award (de Armas for Best Actress), yet also won Worst Picture at the Razzies.
CARNE (1968)
-Lead actress Isabel Sarli was the long-time lover of director Armando Bo. She has a sex scene with his son Victor in the film, but he had been around her nude before, so they did not feel uncomfortable during the shoot.
-Sarli's nickname is "Coca" due to her love of Coca-Cola.
-The rape scene among the meat carcasses at the meat-packing plant was enough to largely turn Sarli off from eating meat. The plant in the film was owned by a friend of the director.
EVIL DEAD (2013)
-Bruce Campbell was not initially enthused about the film until he learned it was to have an all-new cast of characters. He lends a cameo post-credits, saying "Groovy".

I met Ken Gampu a few years ago and he said that he didn't like the film because he never got paid for it and the filmmakers used his popularity to promote the film.
Joe Bullet was screened twice, the film was seized, banned, then unbanned and then sent to the SA Film Institute for immediate destruction. Thankfully the people there did not comply with that order (they did this with many films) and it still exists today and can be seen on YouTube. 😊🐢

-Similar to the later TERRIFIER series with a killer clown and a warehouse setting, predating the debut of that series by almost a decade. Jack Amos (Gurdy The Clown) did most of his own stunts.
-The film's co-producer/writer Joe Davison appears as the character Mark.
-The budget was around $75,000 and the film received limited theatrical run.
ANDY WARHOL'S BAD/BAD (1977)
-Shelley Winters and Vivian Vance turned down the role of Hazel (it went to Carroll Baker).
-Ricky Nelson was considered for the role of L.T. (it went to Perry King).
-Susan Tyrell (Mary) won a Saturn Award for Best Supporting Actress for this film.
-Music producer Robert Stigwood (RSO records) was set to finance the film but backed out.
-King, Baker and Tyrell threatened to quit the project if the "baby thrown from the window" scene was shot. Director Jed Johnson promised they would not shoot it. After the 3 actors/actress's scenes were completed and they left, Johnson shot the scene anyway.

BAD EDUCATION (2004)
-Lead actor Gael Garcia Bernal (Juan/Angel) was so distraught by director Pedro Almodovar's directorial style that the production had to be halted for one week so he could mentally recuperate.
