Title: Brother, plastic surgery and impersonate leitmotif

My friend watched this film once years ago but he can't remember the name or any actors in it.It is from 80's or 90's probably, English orginal or a dubbing. The protagonist is a grey-haired man in middle age. I think that it was low-budget movie.

It's about this guy who gets surgery done and also changes his dental records to impersonate his dead(?) brother to get a large amount of money. Possibly steal it? I'm not sure but I know it had something to do with money. Anyways. He teams up with this woman/or could be his gf to get this money. For some reason a lot of people start chasing him not because of the money but because they think he's his dead brother. His woman also cheats on him with another woman. I do remember him being captured and taken to the leader which turns out to be his actual brother who's in the military or government.

Many elements in common w/ the brilliant 90s B+W neo-noir SUTURE....... however the scheming "dead" brother is not involved in the military or gov't....... the crucial deciding factor w/ SUTURE is of course that the conniving brother is a middle-aged white man but the brother he sets up to impersonate him is....... African American Dennis Haysbert! To my knowledge there's only one movie where a black guy (who looks nothing like his brother) assumes the identity of his supposedly dead white brother. Ask your friend about that one detail!
