Taxes in the US are so ridiculously complex that few people can do them correctly without professional assistance. Takes me hours every year.
It looks to me like 5 SA cents would be about 1/3 of a US penny. Try not paying. They'll probably charge you interest. Pay them when it gets up to 1 rand. (This is not legal advice!)

I use TurboTax, which walks you through every step and then analyzes your return to detect possible errors or omissions before you file. They have great customer service. A couple years ago I didn't know how to handle a retirement plan rollover. I requested assistance and they called me back in less than 1 minute. I still haven't filed for 2024 yet (I procrastinate and extend my tax return almost every year to get more time to file). You won't see any 5 cent issues in my return because it's rounded to the nearest dollar.

The funny part is, I'm a CPA but I'm by no means a tax expert.
