I think I know the answer but I want to hear what you have to say.
Why do you think there was so much marijuana use in this film and several scenes were dedicated to the purchasing and use of it?
Rebellion perhaps?

It's a more reality-based look at suburban life. Do you live in a suburb? There really is nothing to really do besides toke up, usually.
And yes, it also goes back to the counter-culture stage of Kevin Spacey's character's life, back in the days when he was a hippie and used to toke with all of his unwashed friends.
