hi guys, I saw this movie once about a teenager who finds a magical stone and when he puts it on his forehead he becomes a superhero with blades coming out his elbows. the bad guys in the movie transform into half human half animal monsters (i think they also have stones)
i wanted to know the title of this movie so i can look for it!

This isn't The Guyver, is it? I don't remember the activating device being a stone, but it's been awhile since I saw this.
It has to be the Guyver or Guyver II Dark Hero. That's not a stone it's a control medal or orb that attachs itself to the host's brain. I know a lot about the comic book.

Sounds like The Guyver to me also. The hero actually gets his head slammed into the guyver device, which activates it. Once he's fully transformed (actually more like encased), the round metal center of the device ends up where his forehead should be.
The bad guys tranform into various monsters, although all but the main bad guy are still humanoid in form, and they still speak in their mostly normal voices.
