Ok plz forgive me for not being too ellaborate as I only remember so much of it.First thing I know is this is definately an 80's/kids(not 100% on kids just remember kids in it) movie.The only other thing that I know is that it features a scene were the line "breaker,breaker tune in tokyo" is said in reference to putting your hands on a womens breasts and pretending to look for radio transmission stations or the person may actually put his hands on a girl breasts and do it.This is how good my memory of the movie is hehe

The film is Girl's Just Wanna Have Fun starring Helen Hunt, Sarah Jessica Parker, Shannon Doherty, and the "tune it, Tokyo" guy is Jonathan Silverman.
