Have a friend who wrote the following, but I can't help him out...can any here?
"I am trying to find the title of one of those bad american international horror films of the early seventies it was part of a double feature the ffeature film was a dark shadows movie so it was the early 70's. The jist of the movie is this guy in a victorian setting kills a bunch of woman and picks the ideal parts and makes one woman (dead of course)"
I may be entirely wrong, but I think he is conflating Pieces (a man chops up woman to assemble a perfect one) and Chamber of Horrors (Victorian setting, maniac chops up those who sent him to jail, assembling a body in the process). I haven't seen the former, as I'm not a slasher fan, the other is great cheesy fun, but not commercially available.
I've seen this picture, and I'm sure other people at this site have as well -- It was/is foreign: Spanish/Italian. It had a fairly well-known actress as the headmistress of a girls' school. The guy doing the chopping and building was her son, though suspicion fell on the hanyman. At the end he locks his mother in the room with the "perfect woman" he's composed of parts of girls missing from the school. There's a long erotic scene with the girls bathing in clingy white linen bathing costumes & one girl doffs hers & makes lewd gestures to the headmistress who's come in to admonish her.
Can't remember the damn title to save my ass . . .
Scary as hell, as I recall. The built girl had a great shade of green to her skin, and wild electric hair.

I've only seen the edited TV version, which might explain why, at the time, I didn't think it made much sense.
