King Ghidora!!!  Though maybe more a force of nature than a villain.  I think the old "trilling" cry he had over the newer roaring.  
But I'm not complaining.

Well lessee here...Though I don't really consider either movie that I'm about to mention as a B movie, I believe some would.
The Humungus from Road Warrior and The Duke of New York from Escape From New York. These two characters are so comical with their outlandish behavior and off the wall speeches.
"I am gravely disappointed...again you have made me unleash my dogs of war." How could you not love that whole speech?

Off of the top of my head, the Donald Pleasance guy in "Pumaman" who neffariously pronounced it "PYYYYUUUUUUma man". Pleasance in general.

That Guy from "The Warriors", you know who I mean.

"Carrot" from "The Ultimate Warrior". Even with a funny redhead dyejob , William Smith is a badass.

"Lobo" from "HardBoiled". More of a head henchman, but he was too cool, I hated it when he dies.

"Big Victor" from "Head". Ah, symbolism, Victor Mature as the personification of the BIG EVIL RECORD COMPANY. He controls all while staying behind the scenes or lurking in the background or only appearing in mirrors. Plus he looked to be having so much fun.

Anthony Perkins as John Cerruti in "Winterkills". Great nutso performance and who else can deliver lines like:

"No,no, Not that a***ole. The real Z.K. Dawson, who hasn't left Venzuela since 1956."

and

"Did you hear that? Did you hear that, you clown? You've broken my arm."

I also like Bolo (Sze Yang) Yeung's character (cleverly named "Bolo" ) in "Enter the Dragon", he's a great heavy.   In fact I liked Mr. Han as well, since we are talking real villians, I would liove a selection of screw-on hands for every occaision.

You know - they could be distant relatives. Maybe it's something to do with the beards. I also like lo Pan in "Big trouble in little china". :-)

(technically not b-movies, IMO, but great, over the top villains nonetheless)
