no, I'm not talking about "Prototype-X29A" a truly bad sci-fi film, I'm talking about Prototype (http://www.imdb.com/title/tt0084546/), a 1983 made for TV movie about a group of scientists who design and build a human-looking android, only to find out that the Department Of Defense, who funded the project, may have plans for it that the scientists don't agree with. The head scientist 'kidnaps' or 'steals' Micheal, the android, to keep him/it away from them.
First off, ignore the cover art. There is no Terminator-esque android special effects in this film. The film is fairly low key, action wise. Most of the story leads up to Micheal having to make a decision about his own existance.
The acting was pretty good and the writing did well for what they were trying to accomplish. It was definitely a TV production, but it was done well.

If you liked PROTOTYPE (1983), you may well like its predecessor, THE QUESTOR TAPES (1974) which was a 2 hour (actually 100 minutes) made for TV movie, supposedly intended as a pilot, but interest in a series never took off. THE QUESTOR TAPES starred Mike Farrell as the doctor who creates and absconds with the android, while Robert Foxworth played the android. Just think of how M.A.S.H. would have been different if THE QUESTOR TAPES had succeeded as a series. I have seen both and liked THE QUESTOR TAPES more, although PROTOTYPE stands well enough on its own.
I was just looking at Prototype the other day at Big Lots amongst the $1.99 VHS tapes. I actually remember watching this one TV when it was broadcast. Pretty run of the mill evil military plot.
The Questor Tapes was one of several pilots that Gene Roddenberry made during the 70's that didn't sell. Questor was Data's forerunner. Walter Koenig and Majel Barret also appear in the movie.
