Are we meaning villains in long running shows/movies that took a back seat to the 'major' villains of said franchises...or just main villains of such that often get overlooked in said discussions about villains?
Regardless, here's one I like: Lord Zedd. Zedd was introduced to Power Rangers in the second season. All the Japanese footage was used up so the producers created their own villain and had some costumes sent over from Japan. Zedd is played by the Hitchiker from Texas Chainsaw Massacre, Ed Neil. In this clip, he actually goes into the Rangers Command Center: http://www.youtube.com/watch?v=QR2ut1QkmTA In this clip he mocks the Rangers usages of "Hi-yas" during battle, and using a toy sword in fight. I'm older now, and in re-watching this show, the villains as a couple interacting...it's more like a sitcom. Even though he was a 12 year old kid, he managed to come off as smarter, creepier, and more dangerous than Kane, the nominal "real" villain of the piece.
