Has anyone seen Laughing Dead (1998)?

I came across the listing for Laughing Dead, directed by Patrick Gleason, and it sounds interesting. Has anyone here seen it? Is it any good?

It mixes a post-apocalyptic society with vampires, zombies and TV / drug addicts. I found it on Amazon.com on VHS; I can't locate it on Region 1 DVD.

Not seen it, though I believe I saw a VHS copy for sale in a used movie store not long ago.  I'll check and see if its still there.
