Just bought the DVD from a bargain bin, and WOW. According to IMDB, there was a first one with Jet Li. This one has Andy On, but more importantly, was done by Tsui Hark. It is a great Hong Kong superpowered martial arts extravaganza. The plot is silly, the acting is forgettable, perhaps the dialogues sound better in Chinese, but this is one great rollercoaster of a movie. Lots of action, good visual design, people changing into animals, some sort of genetically enhanced bad guy and a fight scene every five minutes. Very high on the mindless fun scales.

I bought this based on my enjoyment of the first flick, but I've yet to watch it. Sounds like it's something I should definitely move to the top of my viewing schedule.
