movie with a guy racing up a river in a boat

. . . and some guy strung logs across the river to deter the guy. The boat hits the logs and goes flying into the air or something equally as spectacular, and the guy who strung the logs out says something like "damn, all I wanted to do was stop him". It couldn't have been made any later than 1980 or so, probably a bit earlier. Any ideas?

'racing' not in the literal sense, but rather just going really fast, I don't believe he was actually racing anyone. .

Walking Tall Part 2 has something similar in it where, if my memory serves me well, he strings logs across the river and causes the speedboat to flip. I don't recall what Pusser's reaction may have been.
