Trying to remeber the name of an 80's/90's alien movie.

I'm looking for the name of this film that i saw when i was younger. I think it was an alien film. The only thing i remember was this guy who wore dogs tags and he had a swirl or swirls on the back of his neck and he could transform into an alien.

What exactly do you mean by "swirls?"

All I can think of is "The Guyver" or its sequel, "Guyver 2: Dark Hero."
