Old movie speedtrap arrested junkyard mansion....'pigman??'

I saw this movie probably 10 years ago and it was old then.  These people drive past a billboard sign and the cop pulls them over and arrests them?  He takes them to hims house/mansion which is a junkyard or something and tries to kill them.  It was in one of those really small backwards towns.  I can't remember much and i'm not even sure that that is correct.  Please help if this even seems remotely familiar.
