Hey, I saw this one when I was about 8 or 9 so it was 24 or 25 years ago (85ish)
About a school bus full of kids that are in a chemical accident...I remember a scene with them driving into some green haze or something.  The kids change and have black fingernails.  They go home and when they hug their parents the parents melt away in their arms, down to skeletal figures.  Not sure, but I think the way to kill the kids was to chop their hands off (it happens at least once near the end)
Maybe this one is easy, but it has eluded me for twenty years.

Yes, it is definitely THE CHILDREN. Much hand-severing of lil' tykes to avoid their black fingernails. :) Additionally it was a staple of COMMANDER USA'S GROOVY MOVIES on the USA network in the mid-80s - I saw it on there repeatedly as well, as presumably did the O.P.
