Could anybody tell me the name of this movie?

I remember seeing this movie when I was a kid.  I could have the storyline completely messed up but it went something like this:

It's about a a guy who was afraid to leave his his house.  Then one day he gets a wrong phone call from a woman in trouble.  He overcomes his fear to leave his house to save the woman.  He dresses up in a tin foil suit and a pasta strainer on his head and rescues her.

Has anyone seen this movie?

I believe that starred Ted Raimi (yes, Sam's brother) and was called LUNATICS: A LOVE STORY.
