Man gets a snake for an arm

Trying to think of this 80's/90's movie. It was a horror/sci-fi.  A man is bitten and for some reason his arm (just the one arm) turns into a snake.  Death follows.  (I think the snake arm could detach and re-attach itself-but I'm not certain) For some reason, I think the title implied it was a sequal to something.

I'm also remembering a scene where he knocks a fly into a beer glass then drinks it.
