If someone in South Africa started sh*t like this, I wouldn't take it ~ I would just throw my undies in his face. That should put him off.

I see that the ban seemingly applies only to be women. To be fair, it ought to apply to men as well, as (IMHO) I think men look worst in tight trousers than women.

Or, they could ban clothing altogher, and have all the inhabitants go around stark naked. Just think of the boost to the tourist industry that'd be.
