80s? post-apocalyptic vampire movie?????

I've seen it more than once.....but years ago. Made in the 80s??? All I remember is vampires in this abandoned post-apocalyptic world and all these STRANGE people that the group run into along the way before dealing with the vamps?? One in particular that stands out in my mind is a guy singing Yankee-doodle-dandy??????? I can't find anything and am hoping someone else knows this movie :) Maybe a remake of the Omegaman plot????

Yes, She.

The people they run into are werewolves, not vampires.  I believe the guy singing "Yankee Doodle Dandy" was Xenon, the little dude who clones himself every time you chop off a body part.
