i don't remember the detail about that movie or cartoon, all that I can say is:

There're some population on earth they needed to get some resources by traveling to the space.. there was a dome around the earth that opens for the ships leave and back to earth...

There's something similar to this in Buck Rogers. The movie is cheesy, but it's worth watching for Erin Gray.

Highlander 3 had a dome around the earth try that one.

I'm not sure about Highlander 3 but # 2 had a shield covering the earth.

Earth is surrounded by a forcefield in Martian Successor Nadesico.  The heroes must break through it to leave Earth in one of the early episodes.
