I'm looking for the title of a really bad movie that featured a giant pair of boob's (think the blob with nipples) going around drowning people with milk.

Sounds like Everything You Always Wanted to Know About Sex But Were Afraid to Ask. This Woody Allen film featured a number of shorter stories, including a giant boob (escaped from mad scientist John Carradine). There was just one boob, but somebody did make the joke that they usually travel in pairs.

The movie also included a dramatization of what goes on inside a man during sex, which included appearances by Tony Randall and Burt Reynolds. Very funny.
