Car made from Stealth Bomber movie?

After recently watching Warriors of the Wasteland, I remembered watching a movie when I was a kid.  The only scene I remember is the Hero getting angry at the only mechanic around because he built a car for the bad guy using parts from a stealth bomber.  I have the feeling the movie would have been made around in the 80s maybe early 90s. Ring any bells?
