I voted for Herbert West, since the question seems to be about which neighbor is trouble. Some of those people are just unfortunate about where they live, but aren't bad people themselves. West is just so damned reckless that he endangers anyone nearby.

Damien, of course, would be another very bad neighbor. Maybe worse, since he's malicious, whereas West is merely careless.
